The UK is preparing a new round of reforms designed to make electric vehicle charging easier and more affordable for drivers without private driveways.


The measures focus on expanding permitted development rights for on-street charging equipment and cross-pavement charging solutions, reducing the need for lengthy planning procedures.


The changes target a long-standing imbalance in the EV market. Drivers with private parking can usually charge at home at much lower electricity rates, while renters and residents of flats often depend on significantly more expensive public chargers.


Industry representatives have welcomed the proposals, arguing that easier access to home-style charging could remove one of the biggest barriers preventing more households from switching to electric vehicles.


<h3>Home Charging Remains Cheaper</h3>


The difference between domestic and public charging costs remains substantial.


Drivers using an off-peak home electricity tariff can sometimes charge for around 7p per kilowatt-hour. Filling a typical 60kWh electric vehicle battery at that rate would cost approximately £4.20.


Public rapid charging is considerably more expensive. With average rates around 76p per kilowatt-hour, charging the same battery could cost more than £45.


Part of the difference comes from taxation. Domestic electricity is subject to 5% VAT, while electricity supplied through public charging stations carries 20%.


This gap means people without access to private parking can face much higher running costs even when they drive the same type of electric vehicle.


<h3>Planning Rules Are Changing</h3>


The latest measures build on reforms introduced in May 2025, when planning permission requirements were removed for most standalone EV chargers and associated electrical substations in England. A further consultation on expanding permitted development rights ran between November 2025 and January 2026.


The aim is to make it easier to install charging equipment while reducing pressure on local planning departments. The UK continues to work toward a target of 300,000 public charge points by 2030, making faster infrastructure deployment increasingly important as the number of electric vehicles grows.


<h3>EV Registrations Hit Record</h3>


Electric vehicle sales have continued to expand.


In March 2026, registrations of new battery-electric cars reached a record 86,120 units. Battery-powered models represented 24.2% of all new vehicle registrations during the month. Although this was the strongest monthly result recorded so far, the share remained below the 33% target associated with the current sales framework.


Industry representatives argue that easier and cheaper charging could help increase adoption further, particularly among households that currently have no practical way to install a conventional driveway charger.


<h3>More Funding for Chargers</h3>


Support for charging infrastructure has also increased. In April 2025, £63 million was allocated to EV charging projects, while separate grant programmes for renters, landlords and businesses have been extended until March 2027.


From April 2026, the maximum support available through relevant schemes increased from £350 to £500 per charging socket. These incentives are intended to make installations more accessible and encourage additional charging capacity in residential and commercial locations.


<h3>Public Charging Still Matters</h3>


Even with easier cross-pavement and on-street solutions, millions of drivers will continue relying on public charging networks.


Industry groups are therefore calling for further action to reduce public charging costs, including changes to VAT and fixed electricity charges.


The central challenge is increasingly clear: building more chargers alone may not be enough if drivers without private parking continue paying substantially more for electricity.
